The Custody Intelligence Unit (CIU) operates under the Investigations and Special Operations Command, specializing in the investigation of jail-related crimes. These include escapes, assaults on inmates and staff, and the smuggling of narcotics and other contraband into the jail. CIU provides critical investigative support to Custody Operations and collaborates with various investigative units and law enforcement agencies at the city, state, and federal levels to ensure the safety and security of the Orange County Jail System.
CIU's responsibilities include monitoring inmate communications, such as phone calls and tablet usage, to detect and prevent criminal activities. Additionally, the unit manages and documents Sources of Information (SOI) and Confidential Informants (CI) within Orange County Sheriff's Department (OCSD) jail facilities. It prepares intelligence and security briefings, provides training as needed, and handles subpoenas and court orders related to its investigative scope. As subject matter experts in the management of SOIs and CIs within a custodial environment, CIU plays a vital role in maintaining operational security and enhancing intelligence capabilities within the jail system.
