Information Management

The Information Management Bureau consists of eight separate units:

Central Warrant Repository (CWR) is a 24/7 operation, responsible for maintaining data in the Automated Warrant Service System (AWSS) for all active warrants issued by all Orange County Courts. CWR provides warrant related support to local/state/national law enforcement agencies, the Orange County jail facilities, and the courts. CWR also supports out-of-county and out-of-state law enforcement agencies by placing warrant holds on defendants apprehended by their agencies.

California Public Records Act (CPRA) unit is responsible for processing all CPRA requests received from members of the public and media for records and information that pertain to the Orange County Sheriff’s Department. Public Counter unit accepts applications to examine local arrest records, clearance letters and requests for copies of Sheriff’s reports.  Public counter also provides fingerprinting for all Sheriff’s applicants, County of Orange applicants and prospective members of the Grand Jury. Processes Sex Offender and Arson Registrants and court ordered bookings.

Records unit is responsible for providing information and records such as local arrest records, booking photos, fingerprint cards and Sheriff’s reports to authorized criminal justice agencies.

Subpoena and Administrative Services unit is responsible for performing a number of complex assignments such as: responding to subpoenas duces tecum, processing civil summonses, sealing arrest records, processing local arrest records and clearance letter requests, and processing requests from members of the public for copies of departmental reports.  To see guidelines for requesting Sheriff’s reports, please click here: Guidelines for Making a Report Request.

Teletype unit consists of staff that are Department of Justice, full-access certified, California Law Enforcement Telecommunications System (CLETS) operators. The unit is responsible for all department telecommunication entries and updates into CLETS and the National Crime Information Center (NCIC).  This includes the entry, modification and removal of persons (Wanted Persons, Restraining Orders) and property (Stolen Vehicles, Stolen Firearms, etc.) that are of interest to law enforcement.

Statistical unit ensures the Department submits mandatory Uniform Crime Reporting (UCR) statistics to the state Department of Justice, as noted in Penal Code section 13020(b). Staff review every crime report written to capture and report crimes (homicides, robbery, rape, aggravated assault, etc.) occurring within the Orange County Sheriff’s jurisdiction. 

 Quality Assurance unit ensures the accuracy of information contained within our Local Arrest Records System (LARS) and the statewide Criminal History System (CHS). This unit handles the electronic imaging of department crime reports, booking records, sex and arson registration forms and court ordered bookings.  The unit also ensures the accuracy of offender data submitted to the California Sex and Arson Registry for all sex and arson registrants within the Orange County Sheriff’s jurisdiction.
