DFR- A New Tool to Support Public Safety
The Orange County Sheriff's Department's Drone as a First Responder (DFR) program uses Unmanned Aerial Vehicles (UAVs) to provide responding personnel with real-time situational awareness during emergency incidents. The program is designed to support safer, more informed responses to calls for service, critical incidents, and missing person cases.
Beginning in October 2026, Phase 1 of the DFR program will launch in Laguna Hills, Lake Forest, and Stanton. UAVs deployed from these cities may also assist with incidents in portions of neighboring contract cities when operationally appropriate.

How DFR Works
When a qualifying incident occurs, trained Sheriff's Department personnel may deploy a UAV to the location. In many situations, the drone can arrive before or alongside deputies, providing real-time information about conditions on scene. This enhanced situational awareness helps deputies make informed decisions about resources, response tactics, and safety considerations before arriving at an incident.
Benefits to the Community
DFR helps the Sheriff's Department provide a more informed and effective response to emergencies.
Key benefits include:
- Improved deputy and community safety
- Enhanced situational awareness for responding personnel
- Better assessment of complex or hazardous incidents
- More efficient deployment of public safety resources
- Additional support for investigations and scene documentation
What DFR Is Not
Community trust is essential to the success of this program.
DFR is not:
- A general surveillance program
- A replacement for deputies, dispatchers, or other first responders
- An armed aircraft system
Every UAV deployment is incident-specific and governed by Department policy. The program is designed to support public safety operations while maintaining accountability and transparency.
Privacy, Accountability and Transparency
The Orange County Sheriff's Department is committed to the responsible use of UAV technology.
Program safeguards include:
- Strict Department policy governing UAV operations
- FAA-certified drone pilots
- Specialized operational training
- Incident-specific deployments
- Community access to program information and policies
