Required Documents

Submit the following documents with your application:

California Residents

• Valid California driver’s license or California ID card
  (An ID card will only be accepted if you do not possess a driver’s license from another state.)
• One recent color photograph (passport-style or a selfie on a well-lit white background, taken within the last 6 months; shoulders and above; no hats or glasses)
• Two documents showing your current Orange County address, each from a different provider and dated within the last 60 days:
  • Orange County voter registration
  • Orange County property tax statement
  • Rental or lease agreement with signatures of both the owner/landlord and tenant/resident, including residency term
  • Deed or title to residential real property
  • Mortgage or credit card statement
  • Residential utility bill (gas, water, electricity, solar, cable, internet, or cellular phone)
    • If any of the above are in a spouse’s name, they may be accepted with proof of marriage or legal domestic partnership.
• DD-214 or military orders (if applicable)
• Certificate of Naturalization, Green Card, and/or Passport
  (Required if you were born outside the United States)
• Live Scan completion form containing the completion date and ATI tracking number from the fingerprinting service provider (New applicants only; renewals do not require a new Live Scan unless instructed by the licensing authority)
• Additional documents may be requested at the discretion of the application processor.

Non-California Residents

• Valid driver’s license or ID card issued by your state
  (An ID card will only be accepted if you do not possess a driver’s license from another state.)
• One recent color photograph (passport-style or a selfie on a well-lit white background, taken within the last 6 months; shoulders and above; no hats or glasses)
• Proof of residency may be requested if residency cannot be confirmed.
• DD-214 or military orders (if applicable)
• Certificate of Naturalization, Green Card, and/or Passport
  (Required if you were born outside the United States)
• FD-258 fingerprint card OR Live Scan completion form
  • If using the FD-258 card: You may request prefilled fingerprint cards by emailing ccwpermits@ocsheriff.gov. Cards will be mailed to you along with instructions for returning them with payment.
  • If using Live Scan: The completion form must include the date and ATI tracking number from the fingerprinting service provider.
• Additional documents may be requested at the discretion of the application processor.
